Over the past year, the implementation phase’s implementation plan project has reviewed the content of the implementation plan and described the overall picture of the plan. In addition, several major projects have been launched this year, which will play an important role in the final outcome of the implementation phase.
The implementation phase’s implementation plan is a comprehensive plan of how the implementation phase will be phased and scheduled, and what operating models will be followed both in the project and in the operative activities after the commissioning. The implementation plan can be described as a kind of a script, according to which the implementation phase will work towards the defined goal.
This year, the implementation phase’s implementation plan project (ToTo) has been characterised by a sense of ownership of the whole and the launch of several full-year projects. These projects are crucial for the successful outcome and implementation of the whole implementation phase.
During the winter, the target level of the implementation plan was updated, i.e. the content of the plan was reviewed so that we could see what issues and at what levels of detail the different issues should be described in the implementation plan when it is completed.
The ToTo project also started work on updating the operating concept for the implementation phase. The operating concept is the basis for the development of the implementation phase system, and the concept will help in ensuring that the implementation phase system is designed with the user in the centre. This is why the operating concept plays a very important role in the development of a successful implementation.
In addition, the set of technical reports and descriptions has been describedin more detail than before. The big picture is relevant to ensure high-quality requirements for equipment procurement during the implementation phase.
“In addition to the above, we have also been preparing work plans for the rest of the year, as we will be accelerating the pace and volume of work in the direction of infrastructure data, cyber data, RAMS and quality assurance during the project’s implementation phase, in addition to the current work we are doing,” says ToTo Project Manager Saara Haapala.
How will the ToTo project be promoted during the rest of 2025?
The implementation phase’s implementation plan will be delivered at the end of 2027, when the alliance project will be ending. Before this, parts of the implementation plan will be handed over for use by the implementation phase at defined handover points. The priorities for the rest of 2025 will be the operating concept and the technical reports and descriptions.
“The timelines and needs for the implementation phase were clarified during the project this spring. A lot is happening in the ToTo project at the moment and will be happening over the next year so that we can be ready to meet the targets set at the implementation phase. It is important to stick to our goals, but it is equally important to ensure the quality of the end result.”
The next public version of the implementation plan will be published in January 2026.
