The Implementation Phase Implementation Plan (ToTo) describes how the European Rail Traffic Management System (ERTMS) will be implemented in phases across the entire Finnish rail network by 2040. The plan provides an overview of the progress of the implementation phase and the main operating models.
The comprehensive implementation plan work started in project format in January 2024 and will continue until the end of 2027. The work will be done in stages and will be supported by interim versions. The previous interim release of the implementation plan was published in January 2025.
The key inputs for this interim release are the Digirail implementation phase operating concept and its complementary operating scenarios, as well as the technical descriptions of the Centralized Security System (CSS) and the Object Controllers (OC). These entities form the basis for a more detailed specification of the systems in the implementation phase.
The objective of the implementation plan is to provide both the experts working on the project and the wider stakeholders following the project with a common understanding of how the implementation phase will proceed and what approaches will be applied in the project and post-implementation operational activities. The plan can be seen as a script for the implementation phase, guiding the work towards a common goal.
The preparation of the implementation plan is currently at an active stage, in particular as regards the description and specification of the technical solutions. Once the implementation phase starts, the plan will move into the maintenance phase and will serve as a framework for the project work in the implementation phase in the different organisations.
